Leroy Carr made his first appearance in U.S. District Court in Seattle on Monday. He's charged with possession of cocaine with intent to distribute, according to a news release issued by federal prosecutors.
Both U.S. and Canadian law enforcement officers have contacted Carr numerous times over the past nine months in the vicinity of the border. He almost always was carrying large amounts of cash, night-vision goggles and a hand-held GPS unit containing the coordinates of a well-known smuggling trail, the news release states.
